Cuban national convicted of smuggling undocumented migrants in truck’s sleeper berth

CORPUS CHRISTI, Texas — Sometimes, things happen quickly in the court of law. Following a one-day trial, a federal jury deliberated less than an hour before finding Mario Enrique Nerey-Valdiva, a Cuban national living in Odessa, Texas, guilty of unlawfully transporting undocumented immigrants into the U.S., the U.S. Attorney’s Office announced Aug. 12. During the trial, the jury learned that Nerey-Valdiva, 50, approached the Border Patrol Checkpoint near Falfurrias, Texas,  driving a tractor-trailer. During an inspection, officials noticed a person trying to hide in the truck’s sleeper area. Upon further inspection, authorities discovered five undocumented migrants on the bunk beds, covered with blankets. At trial, the defense attempted to convince the jury he had no knowledge of the individuals inside the cab of his truck. They did not believe those claims and found him guilty as charged. U.S. District Judge David S. Morales presided over the trial and set sentencing for Nov. 6. At that time, Nerey-Valdivia faces up to five years in federal prison and a possible $250,000 maximum fine. He was permitted to remain on bond pending sentencing.

Border officials discover more than $6.5M in narcotics in commercial flower shipment

LAREDO, Texas — U.S. Custom and Border Protection (CBP) officers assigned to the World Trade Bridge discovered more than a sweet aroma when inspecting a flower shipment. On Aug. 9, a CBP officer referred a 2023 Freightliner tractor and refrigerated trailer for secondary inspection. The shipment manifest identified the cargo as flowers. Following a canine and nonintrusive inspection, officers discovered 712.54 pounds of alleged methamphetamine, with a street value of $6,551,910 in the cargo area. The narcotics were seized by the CBP and special agents with Homeland Security are investigating the incident. “CBP prioritizes its border security mission on a daily basis,” said Alber Flores, port director for the Laredo Port of Entry. “CBP officers work diligently using all tools available to combat these narcotic trends.”

Garmin introduces next-gen dēzl OTR navigation series

OLATHE, Kan. — Garmin on Aug. 13 announced the launch of the next-gen dēzl OTR series, its latest lineup of GPS trucking navigators. DMACC’s Transportation Institute receives donation for facility construction

DES MOINES, Iowa — The Des Moines Area Community College’s foundation got a substantial donation recently, according to a release from the school. Prairie Meadows recently awarded a Legacy Grant totaling $100,000 to the DMACC Foundation to help fund the construction of a new DMACC Transportation Institute on the north side of Des Moines. Prairie Meadows is a nonprofit organization dedicated to lessening the burden of government by promoting economic development, jobs, agriculture and tourism in the state of Iowa. The new DMACC Transportation Institute will allow the college to nearly double its enrollment capacity to help train the next generation of truck drivers. The project includes the construction of an 8,600-square-foot facility with classrooms, a three-story inspection bay and student study space. Additionally, the Institute’s current 12-acre concrete training course, which is where students practice driving techniques, will be repaved. “This generous Legacy Grant from Prairie Meadows is an invaluable contribution to the DMACC Transportation Institute and our DMACC truck driving students,” said Tara Connolly, Executive Director of the DMACC Foundation. “We are deeply grateful for the support, which will help DMACC continue to meet the growing need for skilled truck drivers in Iowa.” Construction of the new DMACC Transportation Institute is already underway and is set to be completed in 2025. “Prairie Meadows supports economic development with this investment, which will prepare students with essential skills for the trucking industry and addresses Iowa’s growing demand for drivers. The total program meets FMCSA standards and regulations for Entry-Level Driver Training.​ DMACC is also an authorized Iowa DOT third-party testing provider, so upon successful completion of the course, students can efficiently complete testing and obtain their Commercial Driver’s License (CDL). The DMACC Transportation Institute accepts students on a rolling basis throughout the year.

Grand Island Express achieves record-breaking gains with Optimal Dynamics’ software

Bendix volunteers work with Habitat to build home for Indiana family

AVON, Ohio — Working as one, they served as homebuilders for a day in support of a family in their community. Nearly 100 employees of Bendix Commercial Vehicle Systems LLC’s Huntington, Indiana, operation framed a house for a local family in need, according to a statement released by Bendix. The sounds of hammering and happy voices highlighted the construction project, which took place on Aug. 8 in the parking lot of the campus’ main plant in collaboration with Habitat for Humanity of Greater Fort Wayne. After building the frame of the house, the Bendix volunteers used permanent markers to inscribe messages and well-wishes on beams and walls. A member of the family receiving the house joined in the building. The house was then loaded for transport and donated as a Habitat for Humanity home in Huntington. Bendix employees will have the opportunity to individually participate in the final build on the actual homestead site later this year, working alongside the Habitat team. Bendix also contributed $15,000 for materials required to complete the build. This marks the seventh year Bendix has helped to build homes near its sites in North America. With the project in Huntington, this labor of love has resulted in 20 homes supported to date. The build was the second undertaken by the Huntington location after a successful inaugural house framing last summer. For the Huntington team, the activity was a highly anticipated part of the workforce’s community engagement calendar. “Huntington is our home, and Bendix is enormously proud and grateful to be part of it,” said Eric Meehan, managing director of operations at Bendix Huntington. “Giving back to the community drives this company and our people, as evidenced by how the team united and set to work with hammers and nails on the house framing. What’s in that salsa? CBP finds more than $450k in meth stowed in tomatillo shipment

OTAY MESA, Calif. — U.S. Customs and Border Protection (CBP) officers at the Otay Mesa Commercial Facility seized 378 pounds of methamphetamine worth thousands of dollars hidden in a shipment of fresh tomatillos on Sunday, Aug. 4. At about 12:35 p.m., officers encountered a 35-year-old man driving a commercial tractor-trailer with a shipment manifested as fresh tomatillos, applying for admission into the United States from Mexico. The driver, who had a valid border crossing card, was referred for further examination, along with the tractor-trailer and shipment. In the secondary inspection area nonintrusive scanning technology was used to conduct a thorough scan of the tractor-trailer; revealing irregularities, according to the CBP. Upon closer examination of the cargo, officers discovered and extracted 50 packages concealed within the shipment of fresh tomatillos. The contents of the packages were tested and identified as methamphetamine, with a total weight of 378 pounds and an estimated street value of $453,600. “The dedication and vigilance demonstrated by our officers in protecting our nation’s borders while enhancing economic prosperity truly reflect the culture and values of CBP,” said Rosa E. Hernandez, port director for the Area Port of Otay Mesa. “This seizure highlights criminal organizations’ efforts to smuggle narcotics in agricultural products and showcases our officers’ skills in detecting and preventing harmful drugs from entering our country and communities.” CBP officers seized the narcotics, the truck and trailer. The driver was turned over to the custody of Homeland Security Investigations for further investigation. This seizure is the result of Operation Apollo, a holistic counter-fentanyl effort that began on Oct. 26, 2023, in southern California and expanded to Arizona on April 10, 2024. Operation Apollo focuses on intelligence collection and partnerships and utilizes local CBP field assets augmented by federal, state, local, tribal, and territorial partners to boost resources, increase collaboration, and target the smuggling of fentanyl into the United States.

Roadrunner expands LTL service to Western Canada

CHICAGO — Roadrunner has expanded its LTL service to include Vancouver, Calgary, Edmonton and the surrounding areas of Canada, according to an Aug. 8 press release. The move follows the carrier’s launch of LTL shipping into Toronto and Montreal earlier this year. The new LTL service into Western Canada will be available for all Roadrunner’s origin locations that ship freight to Seattle, Washington.  “We are launching new service to Western Canada on the heels of ultra-successful openings of Toronto and Montreal earlier this year. Our customers have repeatedly asked us to complement our Eastern and Central Canada offering to include the West,” said Tomasz Jamroz, COO at Roadrunner. “We are playing into our strengths in these markets, and we are able to provide the service, quality, and on-time LTL experience our customers now expect from Roadrunner.” As the consolidation point for this new service, Seattle is one of Roadrunner’s strongest terminals, highlighted by its recent win of Season II of the Operations Performance League (OPL) contest, the press release notes. Bendix pros offer advice on post-flood inspections

AVON, Ohio — Hurricanes and summer storms are once again unleashing torrential rain in regions of the United States, resulting in devasting floods requiring massive relief and rebuilding efforts — many of which depend on the trucking industry and thousands of truck drivers. For commercial vehicles exposed to these types of floodwaters, the professionals at Bendix Commercial Vehicle Systems offer fleets and drivers the following advice for inspecting and possibly reconditioning air brake, wheel-end and other safety components that have been partially or completely submerged. “One important thing to note is that electric vehicles (EVs) are becoming more common, and service procedures for EVs require special training,” said Randy Salvatora, engineering manager of vehicle systems at Bendix. “Do not approach a previously submerged hybrid or electric vehicle until the high-voltage electrical system is inspected by a qualified technician.” Salt Water vs. Fresh The first determination to make is whether the water affecting the vehicle issalt water or fresh water. If it was salt water, you’ll need to immediately begin replacing parts due to its extreme corrosivity, which can remove lubrication and put certain parts at much higher risk for unexpected and premature malfunction. Any brake system valve that has been submerged in salt water must be replaced. In addition, systems and components, including air compressors, air reservoirs, antilock brake system (ABS) relays, modulators, wiring harnesses, and brake actuators, must also be replaced. Talk to your Bendix account manager or call the Bendix Tech Team for complete details. “Saltwater corrosion is also a threat to brake mechanisms, since it increases the likelihood of rust jacking of the friction material and accelerates corrosion of critical surfaces,” Salvatora said. “So, we recommend complete replacement of the foundation brakes to prevent a potential future failure. And if it’s not clear whether the water was fresh or salt, play it safe and follow the saltwater guidelines.” Additionally, when replacing any pneumatic system components that have been subjected to flood conditions, disconnect all contaminated air tubes and hoses, flush them with clean water, and blow them out with air pressure to remove contaminants. Fresh-Water Damage Guidelines If you’re certain the power unit or trailer was submerged in freshwater, begin by carefully power-washing the vehicle – including the foundation brakes. Be cautious while cleaning: Rubber parts and sealing interfaces should not be directly sprayed with the high-pressure jet. Irreparable damage to valves will occur when a high-pressure washer directly sprays exhaust ports. Appropriate PPE (Personal Protective Equipment) is recommended while washing or working on flooded vehicles, whether salt water or fresh. In the unapplied state, most valves have the delivery open to the atmosphere at the exhaust port, so if any exhaust port is submerged, the water has infiltrated the system and can lead to future malfunction. Do not attempt to start a vehicle if fresh water has entered the air compressor or dryer through the air system intakes. Follow these steps to thoroughly check the various parts of the air brake system: 1. Vehicle valving  Inspect each component in the pneumatic brake and accessory systems. Drain any pressure remaining in the service reservoirs. Mark and remove all pneumatic and electrical connectors at each valve. Check for evidence of water or contamination inside the connectors, air hoses, or the component itself. Carefully inspect any wiring harness connections. Water infiltration at the connector can lead to corrosion of the wiring harness inside the insulation, which can cause intermittent continuity, increased resistance, and time-consuming electronic diagnostics. Carefully use dry compressed air pressure (from a stationary compressor or similar) to blow air through the pneumatic tubes and hoses. Watch for evidence of water or contamination. If water or contamination is found inside the component, replace the component. If no evidence of water or contamination is found inside the component, reassemble the component to the associated lines and fittings. Repeat this process as you continue to inspect all the valves in the air brake system. Replace any nonfunctioning valves or those showing evidence of water or contaminants ingestion. Inspect tractor and trailer glad hands and the supply and control hoses. Water and contaminants frequently enter the air brake system through unprotected hands. 2. Charging system Inspect the air intake, compressor, and air dryer for signs of water or contaminant ingestion. Carefully use dry compressed air pressure (from a stationary compressor or similar) to blow air through the pneumatic tubing and watch for evidence of water or contamination. An electrically driven air compressor that has been submerged is not serviceable and should be replaced. To remove any residual water from the service tanks, use dry compressed air from a stationary air compressor (or a suitable portable unit). Air dryers remove moisture in compressed air, but they will not remove moisture that’s present in the system beyond the service tanks. After reconnecting pneumatic lines, install a new or properly serviced air dryer to aid in removing any residual moisture from the air inlet. If you find signs of moisture or other contamination, then all the pneumatic air brake components should be replaced: Once water or contaminants get into any of the air brake components, it’s impossible to completely clear the system without total disassembly. Consider also the guidance included in the TMC Recommended Practice 617A for contaminant elimination procedures for tractor, trailer, or dolly air brake systems. Wheel-Ends and Electronics Examine all wheel ends for water, which increases the possibility of corrosion between drum brake lining material and the shoe table (rust jacking) and can also pool in drums when left standing – increasing the risk of corrosion. You will also need to check the integrity of the friction couple between the friction and disc or drum. Water-filled loading docks may not immediately come to mind as “flood events,” but they can certainly have the same impact on some wheel-end components, such as slack adjusters. Remove any fittings and mounting stud nuts, and orient ports downward to verify that no water has entered brake chambers through the airlines. If water is present, replace the actuator. Follow the appropriate wheel-end relubrication procedures, including re-greasing slack adjusters. Assess the braking/safety electronics components by using a tool such as Bendix ACom PRO software to conduct a diagnostic download on systems such as ABS, ESC (electronic stability control), and collision mitigation controllers, including any front or side radar units. Electronics will validate through self-check-in in most cases: If the electronic control unit (ECU) is operable, it will check the necessary solenoids, sensors, harnesses, etc. A visual inspection is still necessary. Any residual mud must be cleaned off the radar and radar cover. If any cracks or damage are observed, then both the radar and cover should be replaced. Make sure to inspect the seven-pin electrical connector interface between the tractor and trailer as well. Corrosion at this connection is a common cause of flickering lights and intermittent power to the trailer ABS system. Note that between the floodwaters and power washing, it’s possible that the ABS wheel speed sensors may have been moved from their normal position. Push them back into contact with the exciter ring by hand, and when the wheel turns, normal wheel-bearing play will adjust the sensor position. “We recommend retesting and diagnostic checks of the electronic systems after the initial post-flood testing,” Salvatora said. “Additionally, make sure you’re following other vehicle and system manufacturers’ guidelines: Flooding can have bumper-to-bumper effects, and you can’t be too careful.”

Celebrating Excellence: EPA names Paper Transport a 2024 SmartWay High Performer

Sheetz to open 4 new stores with diesel lanes in August

ALTOONA, Penn. — Sheetz will open four new stores this August featuring truck diesel lanes. Spreading across Michigan, North Carolina and Virginia, each store will offer high-flow diesel fuel and Diesel Exhaust Fluid (DEF) for commercial trucks, a truck scale and free overnight parking spaces to truckers. The new store locations projected to open in August include: Middletown, Va.: Located at 121 Confidence Lane, this new store will feature 9 truck driver lanes and can be easily accessed by truck drivers on exit 302 from Interstate 81. Asheville, N.C.: Located at 5440 Asheville Highway in Hendersonville,  this new store will feature 4 truck driver lanes and can be easily accessed by truck drivers on exit 44 from Interstate 26. Warsaw, N.C.: Located at 2543 W NC 24 Highway,  this new store will feature 5 truck driver lanes and can be easily accessed by truck drivers on exit 364 from Interstate 40. USDOT grants $26.5M fund bridge repair, replacement

WASHINGTON — The U.S. Department of Transportation  announced more than $26.5 million in planning grants through the Federal Highway Administration’s (FHWA) competitive Bridge Investment Program, created by President Biden’s Bipartisan Infrastructure Law. These planning grants, which will fund 28 projects in 18 states, will be used to create a pipeline of future bridge construction projects to improve safety, support economic competitiveness, and make the nation’s highway infrastructure more resilient to the effects of climate change. “Using funds from the Bipartisan Infrastructure Law, the Biden-Harris Administration continues to actively address the backlog of bridges needing repairs, making our roads and highways safer and our supply chains stronger,” said U.S. Transportation Secretary Pete Buttigieg. “The Bridge Investment Program Planning grants we’re announcing today will provide much-needed resources to communities nationwide so they can complete the plans and studies required to move forward with important bridge projects.” Following FHWA’s recent announcement of $5 billion in funding to repair 13 nationally significant bridge projects, today’s announcement delivers on the Biden-Harris Administration’s promise to build, repair, and replace tens of thousands of bridges nationwide. To date, $7.4 billion in funding from the Bridge Investment Program has been awarded for 78 projects in 38 states across the country. Thanks to the bridge investments in the Bipartisan Infrastructure Law, over 10,200 bridge projects across the nation have been launched since its enactment. “The planning grants announced today will help states and communities prepare critical bridge projects for restoration or replacement before they fall into a state of disrepair,” said Federal Highway Administrator Shailen Bhatt. “By making historic investments in bridge projects that serve as a vital transportation link in communities nationwide, the Biden-Harris Administration is supporting local economies, strengthening supply chains, and promoting resilience and safety in transportation.” The program supports projects that improve the safety, efficiency, and reliability of people’s and freight’s movement over the nation’s bridges. This includes improving the condition of bridges and reducing the number of bridges in fair or poor condition that cannot meet the transportation network’s existing or future demands. Planning grants under the Bridge Investment Program are available for projects in the early phases of project development, where eligible activities include planning, feasibility analysis, and revenue forecasting. By providing planning grants in addition to construction grants, the U.S. DOT supports the development stage of a project that could then be eligible for a future construction grant through a range of competitive grant programs. For example, the Interstate Bridge Replacement Program to replace the I-5 bridge between Washington and Oregon received a Bridge Planning grant in 2022, which ultimately supported its application and award of a nearly $1.5 billion Large Bridge grant and a $600 million MEGA grant. A spotlight of project selections in this round of grants include the following: The Alaska Department of Transportation and Public Facilities will receive $1.9 million for planning studies to evaluate four critical bridges along the Dalton Highway and Koyukuk River to advance safety and state of good repair along this corridor. The bridges are at a heightened risk due to flooding worsened by climate change. The Minnesota Department of Transportation will receive $2.3 million to develop strategic management plans for seven high-priority bridges across the state’s Trunk Highway System. The plan will identify activities to improve the condition of the bridges, extend their service life, reduce the number of bridges that deteriorate to poor condition, and reduce the number of miles driven over bridges in poor condition. The South Carolina Department of Transportation will receive $1.6 million for a Planning and Environmental Linkages study. The study will partner with the Georgia Department of Transportation to evaluate the replacement needs for six rural bridges in fair or poor condition along the Interstate 85 corridor.
